Summary of Work
Project is comprised of Demolishing the existing parking garage and constructing a new 6-story parking garage in a separate location on the hospital campus. Relocations and rerouting of duct-banks, new parking lots, new retaining walls and grading are all required to facilitate the sequences project procession to completion. Pricing will be divided into two main Work Packages.
- Work Package #1 (WP1): Site Utility relocations, existing parking garage demolition, new parking lots, curbing, sidewalks, traffic control systems.
- Work Package #2 (WP2): Construct new precast concrete parking garage including building MEP-FP servicing and inside the new garage from w/in 5’ +/- of building wall.
Design/Builder: Hueber-Breuer Construction Co., Inc. will be the respondent and hold the contract with the Owner. The work will be separated into two major areas. Work Package 1 work will be between the Sub-Contractor and Hueber-Breuer Construction Co., Inc. Work Package 2 work will be between the subcontractor and Carl Walker Construction

HB’s Subcontractor Agreement between Contractor and Subcontractor (updated July 2026): NOTE that prior to the HB proposal review and descoping phase, the HB contract shall have been thoroughly reviewed and formally accepted to ensure compliance with contractual obligations or HB must be provided with any and all exceptions to the contract.

- NYS Sales & Use Tax Status: Tax Exempt
- NYSDOL Prevailing Wages: Union Labor per Project Labor Agreement (refer to DASNY Construction General Requirements Section 20.03 and Article 21)
- M/WBE Participation: YES MBE=18% WBE=12% SDVOB=6%
- Performance & Payment Bonds: YES Required if contract value +$1,000,000.00 – provide a separate line item
Effective December 30, 2024, in order to be qualified to work on public works projects covered by Article 8 of the Labor Law, all contractors and subcontractors must be registered with the New York State Department of Labor (NYSDOL) in accordance with Labor Law § 220-i. Prime contractors must be registered before submitting a bid. In addition, prime contractors and subcontractors must be registered prior to commencing any new work.
Registration cost is $200 for Prime Contractors and Non-MWBE Subcontractors and $100 for NYS Certified MWBE Subcontractors.
