    Hueber-Breuer Construction Co., Inc. is hereby requesting SEALED BIDS for River Street Senior Housing located at 30 River Street, Cortland NY 13045

     

    SEALED BIDS DUE:

    Tuesday, February 17, 2026 by 2:00pm NO ELECTRONIC/FAX BIDS ACCEPTED
    Sealed bids will be received at Hueber-Breuer Construction, 148 Berwyn Avenue, Syracuse, New York 13210, until 2:00 PM Local Time, on and there at said office, at said time, publicly opened and read aloud.

      1. Bid must be submitted on the HB Bid Form. All blank spaces must be filled in, in ink or typewritten in both words and figures. Failure to comply may cause the bid to be declared informal. VIEW FORM HERE
      2. Bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his address and the name of the project and scope of work for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another sealed envelope and labeled as requested.
      3. Submit the bid before the stated deadline. Late bids will not be accepted

     

    Summary of Work

    Construction of a new 3-story wood framed Senior Apartment building. 53 units, 53 beds, and associated amenity spaces. Building footprint 18,640sf +/- with a gross square footage at roughly 52,750 sf +/-. Three stories of wood framed construction. The Site Development will include new drives, sidewalks, and planted areas.

    HB’s Subcontractor Agreement between Contractor and Subcontractor (updated May 2025): NOTE that prior to the HB proposal review and descoping phase, the HB contract shall have been thoroughly reviewed and formally accepted to ensure compliance with contractual obligations or HB must be provided with any and all exceptions to the contract.

    • NYS Sales & Use Tax Status: Capital Improvement – Provide separate line item for tax on materials 
    • NYSDOL Prevailing Wages: NOT Required
    • M/WBE Participation: 10% MBE 10% WBE 6% SDVOB
    • Performance & Payment Bonds: Required (provide a separate line item if your bid value +$1Million)

     
    Effective December 30, 2024, in order to be qualified to work on public works projects covered by Article 8 of the Labor Law, all contractors and subcontractors must be registered with the New York State Department of Labor (NYSDOL) in accordance with Labor Law § 220-i. Prime contractors must be registered before submitting a bid. In addition, prime contractors and subcontractors must be registered prior to commencing any new work.

    Registration cost is $200 for Prime Contractors and Non-MWBE Subcontractors and $100 for NYS Certified MWBE Subcontractors.
